東京大学ＭＭＲＣ−法政大学ＲＩＩＭ−ＩＭＶＰ自動車産業フォーラム２０１１ 『世界自動車産業の変化と課題―持続可能な成長に向けた競争と協調、そして革新―』 Changes and Challenges of the Global Automobile Industry: Competition, Cooperation and Innovation for Sustainable Growth　 　 　 ２年前のサブプライムローン問題以降、自動車産業において世界規模かつ大幅なパラダイム転換が起こった。 世界自動車産業の注目は、急速に先進国から新興国へと移っている。中国、インドなどアジアの国々において自動車化が急激に進展し、 この波はさらにはロシア、東欧、ラテンアメリカの国々へと波及している。 世界各地域へと自動車の普及が進む中、問題となるのが石油燃料による地球温暖化である。自動車産業は今、量的な成長から、持続可能な成長へ、 20世紀の資源浪費型、大量生産・大量消費パラダイムから、脱化石燃料・低炭素社会へと転換することが求められている。 この要請に応えるために、市場と政府、先進国と新興国それぞれが果たすべき役割は何か。素材におけるイノベーション、開発・生産方式における 効率化、そして新興国への技術移転について、多方面における専門家を招聘し、現状そして未来について講演していただく。 The subprime mortgage crisis in the United States that occurred two years ago has caused a drastic paradigm shift in the auto industry on a global scale. The focus of the globalization of the auto industry has been experiencing a rapid shift from developed countries to emerging economies and developing countries. The situations in India and China are obvious. And there have been acceleration in this trend even in Russia, Central and Eastern European and Latin American countries. Given large populations in the growth regions of the world, it is clear that the conventional 20th Century paradigm makes less sense. Aggravation in global warming and the destruction of environment, the auto industry is increasingly required to achieve sustainable growth in addition to quantitative growth. There is an urgent need to establish a post-fossil fuel and low-carbon society: we need to achieve a rapid shift to renewable energy and rise above the mass-production and mass-consumption 20th Century paradigm based on the waste of resources.Developed countries need to transfer technology to meet this demand, given that they have thus far led the auto industry and its technological innovations. This initiative must be implemented by political inducement and market principles rather than solely by government regulations and enforcement. Needless to say, in order to achieve this, it is essential to afford innovative research and development that focuses on advanced engineering based on the combination of emergent innovation and existing technology.
